Rostock Max V2 Hot End Heating Slow/Limited

I've been having a problem with the hot end on my V2 (stock parts, Mattercontrol software). The temperature rises more slowly than usual, and when I heat it up to ABS printing temperature (228), it can't make it over 200. When I tried a PID autotune, I got a timeout error. The thermistor seems to be functioning properly, as the filament started to melt about where I would expect and it reads room temperature correctly. When I measured the resistance across the resistors, I got 9.4 Ohms if I'm reading my DMM correctly. Is it a problem with the resistors?
Additionally, below are the EEPROM values from the terminal (the other problem I can think of is that the drive max is set too low, but the settings worked fine before).
