MAX v2 Tower Support Idler Bearings - Tight or Free Spinning?

I've completed through steps 6.9 of the assembly instructions. My kit included the "new" idler bearing spacers for the "A" series instructions. Once I installed the tower supports in the base, the idler bearing sleeves can barely rotate using my fingers. The nuts are just hand-tightened. Should the idler bearing sleeves be free spinning or are they supposed to be this tight? I don't want to proceed with installing the towers if I'm going to have to tear the base apart and start over. Any help would be appreciated.
